What decided it

The Council's inability to demonstrate a five-year housing land supply triggered the tilted balance under NPPF paragraph 11(d)(ii), and the substantial benefits of housing delivery (including affordable housing) and sustainable development principles outweighed the moderate harm to character and appearance.

The moderate harm to character and appearance was outweighed by the substantial benefits of delivering 14 new homes (including 6 affordable units), supporting the Government's objective of boosting housing supply, providing infrastructure contributions, and supporting sustainable development principles, when assessed against the Framework as a whole under the tilted balance.
