What decided it
The proposal would cause substantial harm to the character and appearance of the site and surrounding National Landscape by introducing residential features and domestic character into an isolated rural location, contrary to LP Policy 29's requirement that re-use must enhance the immediate setting.
The limited benefits of providing a single dwelling, improving energy efficiency and biodiversity net gain were substantially outweighed by the substantial harm to character and appearance of the National Landscape and the conflict with development plan policies controlling isolated dwellings in the countryside.
