What decided it
The proposal fails to demonstrate adequate protection from surface water flood risk in light of updated Environment Agency mapping, which engages the exception in NPPF footnote 7 and removes the presumption in favour of sustainable development.
The moderate weight afforded to the delivery of a self-build dwelling with energy efficiency measures was significantly and demonstrably outweighed by the significant weight given to the harm to character and appearance, flood risk, absence of a valid biodiversity net gain exemption, and failure to secure a carbon offset contribution.
