- Inspector
- Felgate J
Main issues, as the Inspector framed them
- whether the appeal site is an acceptable location for the proposed development, having regard to the relevant planning policies relating to the location of new development in the rural part of the district
- the need to boost the supply of land for housing in the area, and the effects of this on the present appeal
What decided it
The District's inability to demonstrate a five-year housing land supply, which rendered the most relevant development plan policies out of date and gave substantial weight to the benefit of housing delivery, combined with the scheme's general accordance with the development plan as a whole and absence of significant harm.
The benefits of boosting the local housing stock in a District with a significant shortfall in forward land supply, and supporting existing rural services and facilities, substantially outweighed the limited conflict with Policy VILL3 regarding neighbourhood plan identification, with no significant harm substantiated.
