What decided it

The substantial harm to the living conditions of existing and future occupants caused by the flats falling significantly short of space standards outweighed the benefits of housing delivery in the context of an absent five-year supply.

The harm to living conditions of future occupants was given substantial weight and significantly and demonstrably outweighed the limited benefits of two additional housing units and economic advantages, such that the presumption in favour of sustainable development did not apply.
