Main issues, as the Inspector framed them
- Whether the proposed development would accord with local development policies with regard to location
- Whether the development would preserve the settings of nearby listed buildings or any features of special architectural or historic interest which they may possess
- The effect of the proposed development on the character and appearance of the area
- Whether the proposed development would provide acceptable living conditions for future occupiers, with particular regard to outlook and sunlight/daylight
What decided it
The less than substantial but considerable harm to the setting and significance of the Grade II listed Bilsby House, combined with harm to character and appearance and failure to provide acceptable living conditions, outweighs the modest benefits of housing delivery and economic activity.
The modest positive weight attributed to housing supply and economic benefits was outweighed by the considerable weight given to harm to the listed building's setting, harm to character and appearance, and failure to provide acceptable living conditions for future occupiers.
