What decided it

The harm to the special interest and significance of the Grade II listed weatherboarded and thatched barns, arising from the glazed link's timber slats and the bat loft, was not outweighed by the public benefits of the scheme.

The limited-moderate public benefits (optimum viable use, economic benefits, repairs, biodiversity net gain, minor housing contribution) did not outweigh the considerable weight attached to the less than substantial (at least moderate level) harm to the listed barns and the harm to character and appearance, so the balance tipped against the proposal.
