What decided it
The severe and unaddressed housing land supply shortfall meant that the significant benefits of housing, affordable housing and self-build provision outweighed the less than substantial heritage harm and conflict with the spatial strategy.
The less than substantial harm to College Farmhouse and Roxton Conservation Area, together with conflict with the development plan's spatial strategy, was outweighed by the significant benefits of market and affordable housing delivery and self-build provision, such that the adverse impacts did not significantly and demonstrably outweigh the benefits under paragraph 11(d) of the Framework.
