What decided it
The adverse impacts of developing the incidental green open space on character and appearance and on neighbouring living conditions would significantly and demonstrably outweigh the limited benefits of a single dwelling, such that the presumption in favour of sustainable development does not apply.
The limited benefits of a single dwelling, including housing supply contribution and renewable energy features, were outweighed by the significant adverse impacts on character and appearance and neighbouring residential amenity, even applying the tilted balance under footnote 7 of the Framework due to the Council's inability to demonstrate a five-year housing land supply.
