The moderate localised harm to character and appearance was substantially outweighed by the significant benefits of delivering 50 dwellings (including 50% affordable and 10% self-build), addressing the Borough's housing shortfall of 2.58 years' supply, highway improvements, infrastructure contributions, and support for village vitality, when assessed against the Framework as a whole under the tilted balance.
