Main issues, as the Inspector framed them

  • whether the development would be inappropriate development in the Green Belt having regard to the Framework and relevant development plan policies
  • the effect of the proposed development on the character and appearance of the area
  • the effect of the proposed development on highway safety
  • would the harm by reason of inappropriateness and any other harm, be clearly outweighed by other considerations so as to amount to the very special circumstances required to justify the proposal

What decided it

The proposal fails to accord with the sustainability criterion in paragraph 155(c) of the Framework and the harm to the Green Belt, character and appearance, and highway safety are not clearly outweighed by other considerations, such that very special circumstances do not exist to justify inappropriate development in the Green Belt.

The benefits of housing delivery and the demonstrable unmet housing need do not clearly outweigh the substantial harm to the Green Belt through loss of openness and inappropriateness, together with harm to character and appearance and highway safety.
