Main issues, as the Inspector framed them

  • whether the building is suitable for residential use in terms of the alterations required and its effect on the character and appearance of the area
  • the effect of the development on the Ancient Woodland

What decided it

The proposal would result in deterioration of Ancient Woodland contrary to Framework paragraph 193, and the reuse of the building does not provide wholly exceptional reasons to justify this harm.

The benefits of utilising a rural building for residential use and the proposed enhancements to Ancient Woodland management were outweighed by the significant alterations required to the barn and the unmitigated risk of deterioration to the Ancient Woodland from permanent residential use within the buffer zone, with insufficient detail on proposed mitigation measures.
