The identification of a surplus of natural green space within the Otley neighbourhood area (including Otley Plantation) combined with the limited contribution of the appeal site to green space provision and strong evidence that the site was not suitable for local green space designation, together with the sympathetic conversion of the heritage asset, provided very special circumstances and material considerations of significant weight to outweigh the limited conflict with the development plan.
