The absence of up-to-date site-specific evidence to demonstrate that the development would be safe in relation to ground stability, particularly given the proximity to the junction of major ground blocks and the steep slope, outweighs the housing benefits even under the tilted balance.

The benefits of housing delivery and efficient land use, which carry significant weight, are significantly and demonstrably outweighed by the potential danger to occupants and users of Seven Sisters Road through ground instability.
