What decided it

The Inspector was persuaded that the combined and growing demands of the family enterprise, together with the succession planning process, demonstrated an essential functional need for a rural worker to live permanently at the site that could not be met by other means.

Having found the essential need for the dwelling demonstrated and the SPA nutrient impacts fully mitigated through the UU and a water-use condition, the proposal accorded with the development plan and the Framework and the appeal was allowed with no countervailing harm identified.
