What decided it

The units fall considerably short of the Nationally Described Space Standards and lack private outdoor amenity space, rendering them unsuitable for permanent residential occupation, and this significant harm to living conditions outweighs the moderate housing benefits in the planning balance.

The moderate housing benefits of four permanent dwellings in a location with reasonable access to services, and limited economic and social benefits, were outweighed by significant harm arising from conflict with Policy H3 on space standards and reduced weight harm from conflicts with spatial policies, such that the adverse impacts significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole.
