What decided it

The Council's inability to demonstrate a five-year housing land supply, combined with the moderate weight attached to housing delivery benefits which outweigh the moderate harm to character and appearance, meant the presumption in favour of sustainable development applied and permission should be granted.

The moderate harm to landscape and rural character was outweighed by the benefits of delivering five new homes to address the housing land supply shortfall, economic benefits, and environmental benefits including net zero standards and biodiversity enhancement, assessed against the Framework as a whole.
