What decided it

The severe, unremedied shortfall in the Council's five-year housing land supply, which reduced the weight given to conflict with the safeguarded land policy and attracted very substantial weight in favour of the housing benefits.

The considerable benefits from market and affordable housing delivery, together with minor benefits from transport, green infrastructure, biodiversity net gain and other matters, outweighed the reduced-weight conflict with Policy GB6 and the small weight of landscape harm under Policy LC1.
