What decided it

The absence of a turning area within the site would cause vehicles to reverse onto the highway with limited visibility due to on-street parking, creating an unacceptable impact on highway safety on the classified road.

Applying Policy S4, the modest benefits of the proposal (safer parking for the family, reduced pressure on on-street parking, and potential for electric vehicle charging) would be substantially outweighed by the unacceptable effects with regard to highway safety and conflict with Policy TR6 of the Framework.
