What decided it

The high-quality design of the replacement windows, which replicate historic 19th century casement styles whilst being imperceptible as modern material to most observers, would preserve the character and appearance of the conservation area and the setting of the adjacent listed building, thereby satisfying the statutory duties under sections 66 and 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990.
