What decided it

The poor quality of materials and workmanship, particularly the polycarbonate roofing and temporary-appearing construction, caused significant harm to character and appearance that could not be outweighed by the economic and operational benefits of the extension.

The economic benefits of providing additional storage space and maintaining the site as a social space were outweighed by the significant harm caused to the character and appearance of the host building and surrounding area through the use of poor-quality materials and makeshift construction.
