What decided it

Conditions 2-8 and 12 on Appeal A failed the statutory tests for planning conditions as they either duplicated advertisement consent controls or were unnecessary given the hub's acceptable design and the permanence of the replaced kiosk; conditions 1 and 7 on Appeal B were modified as the five-year removal requirement would frustrate deemed consent rights and the 15-second change frequency was unreasonably restrictive compared to the 10-second standard now applied across London.
