What decided it

The significant harm to the character and appearance of the surrounding area caused by the contrived and cramped siting of the bungalow, combined with inadequate living conditions for future occupiers, outweighed the moderate benefits of housing delivery and environmental improvements in the planning balance.

The adverse impacts of the development, particularly significant harm to character and appearance and inadequate living conditions for future occupiers, significantly and demonstrably outweighed the moderate benefits of housing delivery on a small site in a sustainable location and moderate environmental benefits from the air source heat pump, such that the material considerations did not indicate a decision should be made otherwise than in accordance with the development plan.
