What decided it
The proposal would increase nutrient loads entering the Stodmarsh Habitats Sites without specific mitigation measures, breaching the Habitats Regulations requirement that permission must not be granted where a significant adverse effect on site integrity cannot be ruled out.
The benefits of housing delivery, brownfield reuse and local support did not outweigh the proposal's adverse effect on the integrity of protected Habitats Sites, and paragraph 195 of the Framework removed the presumption in favour of sustainable development.
