The appellant failed to provide substantiated evidence that the Class C2 care home use was not financially viable, and the marketing of the building was inadequate, so the loss of the care home use could not be justified despite the tilted balance applying due to lack of five-year housing land supply.

Although the Council cannot demonstrate a five-year housing land supply and the tilted balance applies, the limited economic, environmental and social benefits of a single dwelling do not outweigh the unjustified loss of a Class C2 care home use, and the appeal is dismissed
