What decided it

The Council's highway officer raised no objections to the proposals from a highway safety perspective, and the appellant's detailed highway reports and swept path analysis demonstrated that safe egress could be achieved with appropriate conditions, particularly the omission of the 1.2m fence to maintain visibility splays.
