What decided it

The significant harm to character and appearance and living conditions, arising from the cramped and contrived design and poor quality urban design, significantly and demonstrably outweighs the moderate benefits of housing delivery when assessed against NPPF policies taken as a whole.

The moderate benefits of one new dwelling in a sustainable location and housing supply were significantly and demonstrably outweighed by the significant harm to character and appearance and living conditions of existing and future occupiers, with the development plan policies accorded significant weight as they remain consistent with the NPPF.
