What decided it

The prevalence of UPVC windows already present within the Chorleywood Station Estate Conservation Area, combined with the Council's failure to substantiate their objections with specific evidence, led the Inspector to conclude the proposal would preserve rather than harm the character and appearance of the conservation area.
