Although the proposal would bring benefits through effective use of residential land and economic benefits, and would not cause unacceptable harm to highway safety or living conditions, the significant adverse effect on the SPA's integrity is determinative and cannot be outweighed by these benefits or the absence of a five-year housing land supply.
