Main issues, as the Inspector framed them
- whether the proposal accords with development plan policies relating to the location of residential development in the area
- the effect of the proposal upon the character and appearance of the area
- whether a planning obligation is necessary and deliverable in order to mitigate the impacts of the development proposal
What decided it
The lack of an enforceable mechanism for the delivery of affordable housing as required by policy SP7 of the Core Strategy outweighed the positive aspects of the proposal and the engagement of the tilted balance.
The benefits of housing delivery and accordance with policies SP3 and SP10, together with the engagement of the tilted balance due to lack of five-year housing land supply, were outweighed by the failure to secure affordable housing through a completed planning obligation.
