The Council's inability to demonstrate a five year housing land supply engaged the tilted balance under NPPF paragraph 11(d), and the substantial benefits of housing delivery and affordable housing provision outweighed the modest localised landscape and visual harm.

The modest localised landscape and visual harm conflicting with development plan policies was outweighed by the substantial benefits of delivering 15 dwellings and 8 affordable units to meet identified local need, together with economic benefits and biodiversity enhancements, in the context of the Council's inability to demonstrate a five year housing land supply.
