What decided it
The Council's severe shortfall in five-year housing land supply (1.28 years) rendered key restrictive policies out of date and engaged the paragraph 11(d) tilted balance, tipping the outcome in favour of the substantial housing benefits over the identified, limited harms.
The substantial benefits of market and affordable housing delivery, together with moderate biodiversity, economic, social and community benefits, outweighed the limited/localised landscape harm, conflict with the spatial strategy, and the less than substantial harm to the setting of the War Memorial.
