What decided it

The reliance on unauthorised roof windows and external alterations that require separate listed building consent, combined with deficiencies in the internal layout including lack of ground floor sanitary facilities and a kitchen with no natural light, meant the Inspector could not be certain future HMO occupiers would have a suitable standard of internal living accommodation.
