The modest weight given to the provision of two new flats and limited economic advantages was substantially outweighed by the significant weight given to the harm to neighbouring amenity and conflict with development plan policies, such that the adverse impacts significantly and demonstrably outweighed the benefits under the Framework tilted balance.
