What decided it
The absence of a completed planning obligation to secure biodiversity net gain, affordable housing, open space and community facilities, combined with insufficient evidence that the proposed access would not unduly compromise the health of prominent trees, meant the adverse impacts significantly and demonstrably outweighed the benefits.
