The modest public benefits of providing two additional dwellings and limited economic benefits during construction were insufficient to outweigh the less than substantial harm to the setting of the listed Town Hall and the character and appearance of the conservation area; the protection of designated heritage assets provided a strong reason for refusal displacing the presumption in favour of sustainable development.
