Main issues, as the Inspector framed them
- whether the proposed development would provide a suitable location for housing, having regard to the development strategy for the area
- the effect of the development on the character and appearance of the area
- the effect of the development on biodiversity, with particular regard to rare grasses
What decided it
The absence of a five-year housing land supply triggered the tilted balance under NPPF paragraph 11(d), and the material benefits of providing self-build housing and meeting housing need outweighed the conflict with the development plan and the limited harms to character, appearance and biodiversity.
The harm from conflict with the development plan, harm to character and appearance, and harm to rare grasses was outweighed by the benefits of boosting housing supply, providing self-build plots, economic benefits, and the location's proximity to village services, assessed against the Framework as a whole.
