What decided it

The disputed condition failed the necessity test because Class E structures would be limited in scale and siting, would remain subordinate to the approved dwelling, and would not materially harm the landscape character, Green Belt openness, or rural setting, particularly given that permitted development rights for enlargement of the dwelling itself were retained.
