What decided it
The Inspector could not rule out an adverse effect on the integrity of The Broads SAC/Ramsar arising from uncertainty over the reliability of the sealed septic tank, which disapplied the presumption in favour of sustainable development and provided a strong reason to dismiss the appeal.
The significant benefits of meeting an identified gypsy and traveller need, compliance with Policy HO 4 and the absence of alternative sites were outweighed by the moderate harm to landscape character and the unresolved risk of adverse effect on the integrity of The Broads SAC/Ramsar, resulting in dismissal of Appeal C.
