What decided it

The proposed extension is sited to the front elevation of the barn (facing the field) rather than to the rear elevation (facing Silsoe Road), and therefore does not comply with the permitted development restrictions under Schedule 2, Part 3, Class Q.1(i)(ii) of the Order.
