What decided it

The site strongly contributes to the Green Belt purpose of checking unrestricted sprawl, the appellant failed to demonstrate an unmet housing need under paragraph 155(b) of the Framework, and the proposed mitigation does not overcome the harm caused by the new dwelling to the Green Belt.

The substantial harm to the Green Belt by reason of inappropriateness was not clearly outweighed by any other considerations, and the very special circumstances required to justify the development were not demonstrated.
