What decided it
The proposal fails to comply with flood risk policy as no sequential and exceptions tests were undertaken despite the site being at highest risk of flooding when assessed against the worst-case scenario following correction of the Environment Agency's modelling error.
The presumption in favour of sustainable development under NPPF paragraph 11(d) (due to lack of five-year housing land supply) was outweighed by the clear reason for refusal provided by flood risk policy protecting areas of particular importance.
