What decided it

The unacceptable harm to the character and appearance of the area caused by the incongruous scale, form and siting of the proposed bungalow, which substantially and demonstrably outweighs the limited benefits of providing a single dwelling.

The substantial harm to character and appearance, being long-lasting and contrary to design objectives, was ascribed substantial weight and significantly and demonstrably outweighed the limited benefits of housing delivery and economic activity from a single dwelling, particularly given the lack of a mechanism to secure the self-build nature.
