What decided it

The dwelling would be located outside a recognised settlement boundary with no exceptional circumstances to justify development in the countryside, contrary to saved Policies GD2 and DC17 of the Wealden Local Plan and the Framework.

The tilted balance was not engaged due to Footnote 7 of the Framework (Ashdown Forest SPA/SAC); even if it were, the limited economic, social and environmental benefits of one dwelling would be significantly and demonstrably outweighed by the adverse impacts of locating development outside the settlement boundary.
