What decided it

The inherent visual and material differences of UPVC windows compared to the existing timber sash windows would cause noticeable and harmful change to the Conservation Area's character and appearance, and the modest public benefits of energy efficiency and safety do not outweigh this harm when alternative solutions could achieve similar benefits while preserving the traditional frames.
