The site's accessible location and the ability of the Council to control the final density and layout at reserved matters stage meant the outline permission for up to 120 dwellings would not conflict with the development plan's requirement for efficient use of land.

The benefits of housing delivery and efficient use of land outweighed the Council's concerns about density relative to the Design Guide, particularly given the site's accessibility and the reserved matters process allowing further control.
