What decided it

The development would exacerbate the significant concentration of HMOs in the area (over 20% of housing stock) and harm the mix and balance of housing, which outweighs the limited benefits of housing choice and minor social and economic benefits.

The limited benefits of housing choice and minor social and economic benefits were significantly and demonstrably outweighed by the adverse impacts on the character of the area with regards to the mix and balance of housing when assessed against the policies in the Framework taken as a whole, such that the presumption in favour of sustainable development did not apply.
