The significant benefits of hazardous waste reduction, green energy generation and carbon savings, combined with the acceptability of the location and the ability of conditions to mitigate any residual harms, meant the adverse impacts did not significantly and demonstrably outweigh those benefits.

The adverse impacts of the development were significantly and demonstrably outweighed by the benefits (reduced hazardous waste export, green energy generation and carbon savings), so the presumption in favour of sustainable development was applied and permission granted.
