What decided it
The acute housing land supply shortfall (1.92 years) and the presumption in favour of sustainable development under paragraph 11(d) of the Framework outweighed the limited conflict with the spatial strategy arising from the site's distance from services and facilities.
The conflict with the spatial strategy was limited; the benefits of four additional homes in a relatively accessible location and on previously developed land were moderate; the adverse impact on the spatial strategy did not significantly and demonstrably outweigh the benefits, and the presumption in favour of sustainable development applied.
