The Inspector could not be satisfied that the site access provided adequate visibility splays, meaning the development would be unsafe and this harm, combined with biodiversity harm, significantly and demonstrably outweighed the benefits.
Substantial weight given to the benefit of four pitches, the unmet need and lack of alternative sites, and reasonable accessibility to services was outweighed by considerable weight given to biodiversity harm and very substantial weight given to the unsafe access, such that adverse impacts significantly and demonstrably outweighed the benefits under paragraph 11 d)ii) of the Framework.
